《民粹的委內瑞拉為甚麼成功發展經濟？》

第七章題為The Populist Challenge，作者從個別國家歷史出發，先說委內瑞拉，討論石油詛咒，作者指出石油國家往往欠缺財政紀律，更大問題是政治方面，因為民眾往往因為國家資源豐富而反對austerity measures or economic reforms。

作者認為委內瑞拉之所以可以發展出獨特的經濟模式，在於時勢使然，spectacular rise in the oil price再加上war in Iraq and rising demand in China and India，導致委國可以利用石油致富，發展出所謂twenty-first-century socialism，其內容是利用石油利潤大幅增加公共開支，加上軍方支持及古巴的政治合作，provided specialist help in the form of doctors, sports trainers and literacy teachers，令委國可以由一個民主國家過渡成為一個專制政權去改善社會福利。
